  【雜志簡介】

  《納米技術與精密工程》于2003年12月成功創刊。目前,該刊已被美國美國《工程索引》(EiCompendex)、美國《化學文摘》、美國《劍橋科學文摘》、“中國科技論文統計源期刊”(中國科技核心期刊)、《中國核心期刊(遴選)數據庫》、《中文科技期刊數據庫》、《中國學術期刊(光盤版)數據庫》、《中國生物學文摘》等國內外的著名數據庫收錄。

  本刊是納米技術與精密工程領域專業性學術期刊,主要刊登納米技術、微機電系統、精密加工和精密測量方面用中、英文撰寫的具有創新性的科學研究論文、研究報告以及重要學術問題的討論等,旨在反映國內外該領域及相關領域的重要科學研究成果,促進學術交流和科學技術發展。

  本刊編輯委員會的學術層次極高。顧問委員會的成員中有7位外籍學者,其余均為我國工程院和科學院院士;編委會成員都是國內外的知名學者,他們所在單位的科研水平在該領域中位列前茅。稿件的來源不僅僅局限于中國,外籍作者也占有很大比例,如美國、英國、日本、德國、新加坡等。編委會委員的國際化和作者的國際化是本刊的重要特點。

  【摘 要】工程造價就是工程的建造價格,是指建設某項工程預計開支或實際開支的所有固定資產投資費用,也就是通過建設一項工程形成相應的固定資產、無形資產所需投入的一次性費用的總和,即建設工程投資。在實際應用中也可將工程造價解釋為建成某項工程預計或實際在土地市場、材料設備市場、技術市場,以及承包市場等交易活動中所形成的建筑安裝工程的價格和建設工程總價格。本文分析了工程造價的確定與控制問題。

  1.規范招投標活動

  工程項目招投標是項目實施階段的第一道工序,是確定工程合同造價、擇優選取施工單位的關鍵階段。招投標階段對工程造價的控制重點應放在規范招投標活動和招標方式的確定上,招標評標應實行合理低價中標。因此,做好招投標工作非常重要。在招投標過程中,一是堅持公開、公平、公正的原則,加強對招投標的監督;二是不斷提高標底的編制質量和評標人員的業務素質,切實搞好招投標;三是嚴格禁止招標人利用施工企業的弱點,人為地要求施工企業壓價等條件。
